Will rust form at the mounting edges after paint?

FRP does not rust. Once painted, the edges are sealed by the paint itself. Make sure your painter applies primer and base/clear coat over all edges to prevent moisture from reaching the FRP substrate.

Do these flares require drilling into my fenders?

No. These flares use factory mounting points and bolt on without modification to the original bodywork.
